Adult prebasic molt happens on the winter ground, juveniles molt progressively during migration and continue on the winter ground. By April they replace the last juvenile feathers, the two outer primaries.
By late autumn birds are difficult to age by normal field observation.

Likely young bird with beginning adult alternate plumage. The late date could indeed indicate that the bird is young and has decided not to move north this year.
2+cy bird first of all by the remaining black spots on the vent. The extremely, and very misleading, short tail projection is because of still growing rectrices, especially the central pair.
